The public is welcome to attend any Board of Trustees open meeting.
The Board recognizes it's deliberative process benefits greatly from public input and perspective and that the public has a desire to share comment. At the same time, the Board needs to organize its agendas, use meeting time effectively, ensure an equitable allocation of time to speakers on the agenda, and establish an orderly process for receiving and considering public comments. In order to be responsive to public comments, the Board desires that appropriate employees or other individuals be present and prepared to respond to general areas of concern identified by public comments if needed. Therefore, the Board has established the following procedure for public comments.
Public Comments Procedure
1. Public comment is not taken at Emergency Sessions or Work Sessions unless a policy or plan on the agenda requires public comment per state rule, code, or statute.
2. Public comment is never taken in Closed Sessions.
3. At its discretion, the Board may not include a public comment section time in an open public meeting unless mandated by state rule, code or statute or if the meeting is an advertised public hearing.
4. Public comment is limited to PHCS current students, parents/guardians of current PHCS students, current PHCS employees, and the residents of the neighborhood immediately surrounding PHCS facilities. Other individuals may submit public comment to the Board with prior approval of the Board Chair.
5. Those who want to share public comment must do so by submitting their public comment in writing via email to public.comment@providencehall.com at least one (1) hour prior to the start time of a Board meeting accepting public comment.
The written public comment email must be no longer than three (3) minutes in length when read aloud by a person other than the individual who submitted the written comment.
In situations where large groups of people desire to address the Board on the same subject, the group must select only one (1) or two (2) individuals as group representative to submit public comment to the Board on behalf of the entire group and should sign the email as representative(s) of the group, and may include the names of the individuals included in group that is being
represented.
Public comment on one (1) topic/issue is limited to three (3) individual public comments for any one (1) meeting, and if more than three (3) individual public comments are submitted on one (1) topic/issue then only three (3) individual public comments will be considered for public comment, which will be determined by the Board.
An individual may only submit one (1) written public comment per meeting, and if more than one (1) meeting is held on the same topic/issue, an individual may only submit written public comment at one (1) of the meetings regarding that topic/issue.
Individuals who did not submit public comment in writing via email to public.comment@providencehall.com at least one (1) hour prior to the start time of a Board meeting accepting public comments may, at the discretion of the Board Chair, or if absent then the next highest Board position member, have their public comment considered for public comment.
The Board will not accept public comment on personnel issues or statements regarding the character, professional competence, and/or the physical or mental health of an individual during Board meetings. Similar public comment about a group whose members could be identified individually are not allowed. The Board also has discretion to not accept public comment on ongoing
or future litigation.
6. In the Board meeting during the public comment time at the discretion of the Board Chair, or if absent then the next highest Board position member, public comment may be:
read aloud verbatim by a Board member;
read aloud verbatim by the individual who submitted the email to the Board; or
acknowledge that a public comment was received, read, and responded back to by the Board, but will not be read in the meeting.
7. Public comment time is generally held at the beginning of each Board meeting immediately following the Opening section of the meeting, but at the discretion of the Board Chair, or if absent then the next highest Board position member, may change the order of public comments on the agenda.
8. The Board Chair, or if absent then the next highest Board position member, may choose to limit the time allotted to public comment in a Board meeting. This does not apply to advertised public hearings.
9. The public should be aware that the Board is unable, by law, to deliberate or take action on items raised during the public comment time in a Board meeting.
10. Any individual who disrupts any Board meeting by applause or cheering, jeering, personal outbursts, speech that defames individuals, or any other behavior the Board deems inappropriate for a public meeting or that interrupts the business of the Board may be immediately removed from any Board meeting and possible future trespass from the Providence Hall.
11. Board meeting attendance cannot exceed the seating capacity of the room in which the meeting is scheduled to be held. Whenever possible, the Board will accommodate overflow seating and provide audio for the meeting.
12. The Board may adjourn any Board meeting at any time.
13. The Board reserves the right to waive or alter this procedure if in the opinion of the Board it is warranted by the circumstances of any particular meeting at any time.
